That is the inertia switch, it is designed to shut off the fuel pump in case of an accident. It will sense the impact and kill the pump so if a fuel line is broken fuel flow stops. The rubber cover on top is a reset button.
Check this switch first if your fuel pump is suddenly not working. It can get bumped and shut off. I had it trip once driving on the freeway, because I had not hit a bump it took an hour to think of the switch.
