    This may have an impact. A new requirement for California that you need to submit DOT import doc HS-7 when you want to register a car under SB100 SPCNS. This was not previously required in California. Since all rollers are imported and the importer needs to have a filled out HS-7, this (I think) should not be a problem, just that you need to make sure you get HS-7 and submit it to the DMV.


    But one problem may be in trying to register a car that may no longer have the HS-7 available. I think most deliveries do not typically include providing the customer or dealer with the HS-7, so specially once some time has gone by, or a used car... you may not have access to HS-7 and it seems that might equate to the car not being allowed to being registered.

    Thanks for posting this, Randy. I'll be curious to see how this goes. I noticed one of these VIN documents issued in 2011 that mandated B&L be done before any other steps of the SPCNS registration process, but in practice, none of the DMV offices seem to have been following it, to this day.

    edit -- Please note that the term "VIN" in this post is an acronym for the DMV's "Vehicle Industry News" memorandums, such as the one discussed in the original post, and has nothing to do with a vehicle identification number.

      A recent post pointed out he had to get the VIN before getting assigned one of the 500 numbers as well.

        And you need the VIN to get the HS-7, and you need the HS-7 when submitting the application for SPCNS.

        This could get a little sticky if the importer of record did not get or use an HS-7.

          If the DMV lives up to their reputation you will need the HS-7 to get the VIN
