My son just got back from Santa Barbara and reported his friend who drove got a ticket there for speeding with 74mph (9 mph over).
CHP stopped the entire traffic on 101 that was moving at some 70+ mph by zigzagging across lanes, picked out 4 cars from the crowd, let the rest go and handed out tickets. I guess "moving with the flow of traffic" does not count anymore.
Desperate budget situations require desperate measures? To add insult to injury the poor guys had to endure a sermon about dangerous driving and that 65 is the design speed for this road.
